Talya Schwartz, M.D. - President & Chief Executive Officer

Dr. Schwartz was appointed President and CEO of MetroPlus Health Plan in May of  2019. Prior to her appointment, Dr. Schwartz has served as the Chief Medical Officer at MetroPlus, leading the Medical Management division. Under her leadership MetroPlus  ranked among the top plans in the State for quality. She transformed the care  management  program into a holistic, field-based program that now also addresses  social  determinants of health with special focus on housing for its homeless population.

Dr. Schwartz joined MetroPlus from the private sector. She has been a founding  member of a behavioral health technology startup company and prior to that served in  various leadership roles in regional and national health plans. Earlier in her career she  worked as a strategic consultant at the Advisory Board Company, a post-doctoral  researcher at the University of Pennsylvania, and served as a Fellow at the National  Institute of Health.
Dr. Schwartz earned her medical degree from Sackler Medical School and a graduate certificate in Health Services Management and Leadership from the George Washington University. She completed her residency in Pediatrics at Maimonides Medical Center in Brooklyn, New York, and worked as a pediatrician at Children’s National Medical Center in Washington, DC.

Gail L. Smith - Chief Customer Officer

GailsmithGail L. Smith is Chief Customer Officer (CCO) for MetroPlus Health Plan, a subsidiary of NYC Health + Hospitals, the largest municipal health system in the United States.
As CCO for MetroPlus, Ms. Smith oversees the Customer Services Division which includes Call Center Operations, Training and Audits, Intergovernmental Relations and Facilities Operations. Ms. Smith first entered public health care as Director of Managed Care for Kings County Hospital Center in Brooklyn, New York, at a time when managed care was a relatively new concept. She joined MetroPlus in 1997 as Director of Customer Services and Network Development. At that time MetroPlus had approximately 40,000 members.
Today, MetroPlus health plans include commercial as well as traditional managed care products and cover over half a million New Yorkers. In her current role at MetroPlus, Gail Smith manages a staff of 250 employees. She works diligently with her staff to foster relationships with members, prospective members, providers, community-based organizations and advocates, and state and local officials to provide access to affordable quality health care for all New Yorkers who qualify.

John Cuda - Chief Financial Officer

johncudaJohn Cuda is Chief Financial Officer (CFO) for MetroPlus Health Plan.  As CFO, Mr. Cuda’s responsibilities include overseeing a division that consists of seven direct reports with a combined staff of over 140 employees.  The departments included in this division are Health Analytics, Product Development, Revenue Operations, Controllers Office, Claims Operations, Provider Maintenance, Purchasing, Accounts Payable and Payroll.  Mr. Cuda is also responsible for establishing operational budgets, developing financial reporting and fiscal audits, as well as investment management. Mr. Cuda was responsible for the design and build out of the Plan’s 160 Water Street and 33 Maiden Lane office locations. 

Mr. Cuda pioneered the original Value Based Payment strategy within the NYC Health + Hospitals System.  As part of a team in 2000, Mr. Cuda developed the percent of premium full risk payment methodology which aligned provider and payor incentives; allowing for surplus’ to be utilized for preventive care and care management in the system.   Under his leadership, the Finance team developed and implemented the first commercial large group product, which allowed MetroPlus to establish a new market opportunity.

John Cuda has over 28 years of Financial Health Care experience.  Previously Deputy Chief Financial Officer and Director of Fiscal Planning at Elmhurst Hospital Center, he also served as Senior Analyst at the New York City Office of Management and Budget, working in the Health Unit.  Mr. Cuda received his Master of Science in Management and Policy Analysis from SUNY StonyBrook and his Bachelor of Science from SUNY Plattsburgh.

Karen Bartlett - Chief Operating Officer

Karen Bartlett is the Chief Operating Officer (COO)
for MetroPlus Health Plan.  As COO, Ms. Bartlett oversees the Operations Division, which encompasses  Internal Audit, Product Management, Communications, Strategic Planning,  Process Improvement & Project Management, Business Continuity, and Non- Provider Contracting.
Karen Bartlett has over 25 years of experience in the health care  industry,  including 11 years with Premera Blue Cross where she was Executive  Vice President of Operations.  While at Premera, Ms. Bartlett successfully  implemented a company-wide cultural transformation focused on  eliminating waste and improving efficiency utilizing Lean methodology.  She  also operationalized several large, complex, national account clients including  Microsoft, Starbucks and Alaska Air.
Ms. Bartlett is also a Licensed Master Social Worker (LMSW), and maintains a small private practice specializing in clinical psychotherapy and executive coaching.
Karen holds a Master of Science in Social Work from Columbia University, a Master of Arts in Psychology from Pepperdine University, and a Bachelor of Arts in Political Science from the University of Washington.

Ryan Harris - Chief Human Resource Officer

ryanharrisRyan Harris, Esq. SPHR is Chief Human Resource Officer (CHRO) of MetroPlus Health Plan. Ryan joined MetroPlus in 2005 and is responsible for Human Resource Administration, Employee/Labor Relations and Learning and Organizational Development. Prior to MetroPlus, Ryan was the Associate Director of Human Resources and Director of Labor Relations for NYC Health + Hospitals.
Before joining NYC Health + Hospitals, Ryan served as a Deputy Attorney General and Regulatory Attorney for the Division of Law of the State of New Jersey. There, he represented the Department of Labor, the Department of Personnel, and the Department of Community Affairs. He also served as New Jersey’s legal representative to the Governor’s Smart Growth Council.
Prior to the Division of Law, Mr. Harris worked as a Union Organizer for 1199 Health and Human Services Employees Union, where he was responsible for contract negotiations, grievances, arbitrations and representing the interest of the Union members.
Ryan holds a Juris Doctorate from Rutgers Law School, an undergraduate degree from the University of Pennsylvania, and a Labor Relations Certification from Cornell University School of Industrial & Labor Relations.He is a member of the New York and New Jersey Bars and is certified by the Human Resources Certification Institute as a Senior Professional in Human Resources.
Ryan is a native New Yorker who was born and raised in the South Bronx.

Robert Micillo - Interim Chief Information Officer & Chief Information Security Officer

RobMicilloCurrently serving as Chief Information Security Officer (CISO) and Interim Chief Information Officer (CIO), Robert has over 30 years of technology experience across multiple vertical markets, of which over two-thirds of his time is concentrated in the healthcare vertical. Mr. Micillo joined MetroPlus in 2017 as CISO and is responsible for defining and implementing the company’s information technology strategy in alignment with corporate goals.

Formerly, Robert served five years as AVP of Information Technology and Security at Northwell Health, where he was the Information Security Service Line Lead for the health system, and responsible for technology and security initiatives for CareConnect Insurance Company, Inc.  Prior, he was the Vice President of Information Technology with HealthPlus of New York and entered the healthcare vertical with Healthfirst in a management capacity.  He has a track record of advancing strong technical and cybersecurity programs and has significant experience developing disaster recovery plans that have successfully supported multiple declared disasters.
Robert graduated from New York Institute of Technology where he received a Bachelor of Science degree with a concentration in Business, ComSci and Math/Physics. 

Roger Milliner - Chief Growth Officer 

Roger Milliner is Chief Growth Officer (CGO) for MetroPlus
Health Plan. Mr. Milliner, a native of Brooklyn, New York, began his career at  MetroPlus Health Plan in February 1990, which was formerly known as the  Metropolitan Health Plan, as a marketing representative. He rejoined MetroPlus Health  Plan in August 2000 as the Associate Executive Director of Marketing after spending  10 years at two Health Maintenance organizations.

In his current role at MetroPlus Health Plan, Mr. Milliner oversees three departments  and manages a staff of over 350 employees. Since joining MetroPlus Health Plan in  August 2000, when the health plan’s membership was slightly over 50,000 members,  he has helped increase membership by 930% to its current membership of over 525,000 members. His involvement with various regulatory agencies as a Healthcare Executive has helped to shape many of the current healthcare policies and government sponsored programs within the State of New York. He works diligently to foster relationships with community leaders, city agencies, civic and community-based organizations to promote healthcare options to NYC residents and to provide recognition of the MetroPlus name in the community and within various ethnic groups.

Mr. Milliner received his Master of Science, Healthcare Policy and Management from New York University and his Bachelor of Science, Healthcare Administration from St. Joseph’s College. During his career in the health care industry he obtained a Certified Health Care Insurance Executive (CHIE) certification from AHIP (America’s Health Insurance Programs).

Lauren Leverich Castaldo - Chief Administrative Officer

GailsmithFormerly Deputy Chief Financial Officer at MetroPlus, Ms. Leverich Castaldo now serves as Chief Administrative Officer (CAO), where, in addition to her existing duties, she is responsible for financial, regulatory, risk and utilization reporting, health analytics, enrollment and membership, and risk score accuracy.

Lauren joined the Finance department of MetroPlus in 2006, gradually assuming additional responsibilities and functions at the health plan. As Deputy Chief Financial Officer, she led the planning, reporting, and analysis of the Finance and Claims divisions.

Prior to joining MetroPlus, Lauren was Associate Staff Analyst at the New York City Police Department (NYPD), Office of the Deputy Commissioner, tasked with preparing the NYPD’s expense budget, and Senior Analyst at the Office of Management and Budget, Office of the Mayor of the City of New York, where, among other responsibilities, she was senior leader for planning, preparation, and implementation for all phases of New York City’s community board budget process.
Lauren is a graduate of St. John’s University where she earned a Bachelor of Science degree.

Raven Ryan-Solon - Chief Legal & Compliance Officer

As Chief Legal Counsel & Compliance Officer (CLCO), Ms. Solon serves as In-House Counsel, Corporate Compliance Officer, HIPAA Privacy Officer, and Records Management Officer for the Plan. Her divisions include Legal,  Corporate & Product Regulatory Compliance, Records/Corporate Policies &  Procedures, Internal Audit, Vendor Delegation Oversight, and Regulatory Affairs.  

Ms. Solon joined MetroPlus in 2015 from the NYC Department of Social  Services  (HRA), where she served as Compliance Counsel and Director of Risk  Management for the NYC Medicaid program. Prior to those roles, she served as  an  attorney for HRA, primarily representing Adult Protective Services, Medicaid,  and the HIV/AIDS Services Administration (HASA). She also did work in HRA's  Child Support Enforcement and Employment Law divisions. 

Raven holds a Juris Doctorate from the Benjamin N. Cardozo School of Law, a Masters in Public Administration from Baruch College, and a Bachelors of Business Administration from Belmont University.  She is admitted to practice law in NY State and in the Eastern and Southern Federal Districts of New York.
