He began his career in managed care in 1992, and then joined MetroPlus Health Plan in 1995 initially as Chief Medical Officer and then as President and CEO since 2006. MetroPlus Health Plan, a wholly owned subsidiary of the New York City Health + Hospitals is a managed care organization that has grown during his tenure from 40,000 members to over half a million members with about 27,000 partcipating providers. MetroPlus Health Plan currently operates eleven lines of business including Medicaid Managed Care, Child Health Plus, HIV/Medicaid Special Needs Plan, NY State of Health Marketplace and marketplace SHOP (small business) Plans, Essential Plan, Medicare, Fully Integrated Dual Advantage Plan (FIDA), Managed Long Term Care (MLTC), MetroPlus Enhanced (HARP) for Behavioral Health, MetroPlus Gold for NYC employees and Gold Care I and II for NYC Daycare workers.
He has focused a major portion of his career on developing programs to ensure the highest quality of care delivery to the members of his plan. MetroPlus has been one of the highest scoring plans for quality of care as measured by the New York State Department of Health Medicaid Incentive Program and by the Medicaid Consumer Guide for New York City for over ten years.
Under his leadership, MetroPlus has been at the forefront of Value Based Purchasing including development of a financially viable globally capitated program with the New York City Health + Hospitals. The program he developed also includes successfully implementing quality incentive pay for performance programs for the entire MetroPlus network.
Gail L. Smith is Chief Customer Officer (CCO) for MetroPlus Health Plan, a subsidiary of NYC Health + Hospitals, the largest municipal health system in the United States.
As CCO for MetroPlus, Ms. Smith oversees the Customer Services Division which includes Call Center Operations, Enrollment and Membership, Member Retention, Training and Audits, Intergovernmental Relations and Facilities Operations. Ms. Smith first entered public health care as Director of Managed Care for Kings County Hospital Center in Brooklyn, New York, at a time when managed care was a relatively new concept. She joined MetroPlus in 1997 as Director of Customer Services and Network Development. At that time MetroPlus had approximately 40,000 members.
Today, MetroPlus health plans include commercial as well as traditional managed care products and cover nearly half a million New Yorkers. In her current role at MetroPlus, Gail Smith manages a staff of 250 employees. She works diligently with her staff to foster relationships with members, prospective members, providers, community-based organizations and advocates, and state and local officials to provide access to affordable quality health care for all New Yorkers who qualify.
John Cuda - Chief Financial Officer
John Cuda is Chief Financial Officer (CFO) for MetroPlus Health Plan. As CFO, Mr. Cuda’s responsibilities include overseeing a division that consists of six direct reports with a combined staff of over 110 employees. The departments included in this division are Health Economics, Product Development, Controllers Office, Claims Operations, Provider Maintenance, Purchasing, Accounts Payable and Payroll. Mr. Cuda is also responsible for establishing operational budgets, developing financial reporting and fiscal audits, as well as investment management. Mr. Cuda was responsible for the design and build out of the Plan’s 160 Water Street and 33 Maiden Lane office locations. Mr. Cuda also designed and developed the Network Relations department for MetroPlus, to bring services to build stronger relationships with provider locations.
John Cuda has over 20 years of Financial Health Care experience. Previously Deputy Chief Financial Officer and Director of Fiscal Planning at Elmhurst Hospital Center, he also served as Senior Analyst at The New York City Office of Management and Budget, working in the Health Unit. Mr. Cuda received his Master of Science, Management and Policy Analysis from SUNY Stony Brook and his Bachelor of Science from SUNY Plattsburgh.
Tayla Schwartz - Chief Medical Officer
Dr. Schwartz is the MetroPlus Health Plan Chief Medical Officer. In her role she oversees health services departments including quality, case management, utilization management, pharmacy, network relations, provider contracting, credentialing, health analytics and various lines of business.
Dr. Schwartz joined MetroPlus from the private sector. She has been a founding member of a behavioral health technology startup company and prior to that served in various leadership roles in regional and national health plans. Earlier in her career she worked as a strategic consultant at the Advisory Board Company, a post-doctoral researcher at the University of Pennsylvania and served as a Fellow at the National Institute of Health.
Dr. Schwartz earned her medical degree from Sackler Medical School and a graduate certificate in Health Services Management and Leadership from the George Washington University. She completed her residency in Pediatrics at Maimonides Medical Center in Brooklyn, NY and did her fellowship at Children’s National Medical Center in Washington, DC.
Karen Bartlett - Chief Operating Officer
Karen Bartlett is the Chief Operating Officer (COO) for MetroPlus Health Plan.
As the COO, Ms. Bartlett oversees the Operations Division, which encompasses Regulatory & Compliance, Internal Audit, Product Management, Communications, Strategic Planning, Process Improvement & Project Management, Business Continuity, and Non-Provider Contracting.
Karen Bartlett has over 25 years of experience in the health care industry, including 11 years with Premera Blue Cross where she was Executive Vice President of Operations. While at Premera, Ms. Bartlett successfully implemented a company-wide cultural transformation focused on eliminating waste and improving efficiency utilizing Lean methodology. She also operationalized several large, complex, national account clients including Microsoft, Starbucks and Alaska Air.
Ms. Bartlett is also a Licensed Master Social Worker (LMSW), and maintains a small private practice specializing in clinical psychotherapy and executive coaching.
Karen holds a Master of Science in Social Work from Columbia University, a Master of Arts in Psychology from Pepperdine University, and a Bachelor of Arts in Political Science from the University of Washington.
Ryan Harris - Chief Human Resource Officer
Ryan Harris, Esq. SPHR is Chief Human Resource Officer (CHRO) of MetroPlus Health Plan. Ryan joined MetroPlus in 2005 and is responsible for Human Resource Administration, Employee/Labor Relations and Learning and Organizational Development. Prior to MetroPlus, Ryan was the Associate Director of Human Resources and Director of Labor Relations for NYC Health + Hospitals.
Before joining NYC Health + Hospitals, Ryan served as a Deputy Attorney General and Regulatory Attorney for the Division of Law of the State of New Jersey. There, he represented the Department of Labor, the Department of Personnel, and the Department of Community Affairs. He also served as New Jersey’s legal representative to the Governor’s Smart Growth Council.
Prior to the Division of Law, Mr. Harris worked as a Union Organizer for 1199 Health and Human Services Employees Union, where he was responsible for contract negotiations, grievances, arbitrations and representing the interest of the Union members.
Ryan holds a Juris Doctorate from Rutgers Law School, an undergraduate degree from the University of Pennsylvania, and a Labor Relations Certification from Cornell University School of Industrial & Labor Relations.
He is a member of the New York and New Jersey Bars and is certified by the Human Resources Certification Institute as a Senior Professional in Human Resources.
Ryan is a native New Yorker who was born and raised in the South Bronx.
Susan Sun - Chief Information Officer
Susan Sun is Chief Information Officer (CIO) for MetroPlus Health Plan. As CIO, Susan Sun oversees the department, ensuring operational efficiency, while developing IT strategy for system development aligned with the MetroPlus Core System. Mrs. Sun has twenty years of Managed Care IT experience, with eighteen years in IT Management, and has spent almost fifteen of these years at MetroPlus
Prior to MetroPlus, Susan Sun worked as Director of MIS at Ryan Community Health Network, where she designed, tested and implemented a new enrollment system for the Child Health Plus program requirements, improving efficiency by 75%. She also was responsible for reorganizing the MIS department to ensure smooth operations in all aspects.
Roger Milliner - Chief Growth Officer
Roger Milliner is Chief Growth Officer (CGO) for MetroPlus Health Plan. Mr. Milliner, a native of Brooklyn, New York, began his career at MetroPlus Health Plan in February 1990, which was formerly known as the Metropolitan Health Plan, as a marketing representative. He rejoined MetroPlus Health Plan in August 2000 as the Associate Executive Director of Marketing after spending 10 years at two Health Maintenance organizations.
In his current role at MetroPlus Health Plan, Mr. Milliner oversees three departments and manages a staff of over 350 employees. Since joining MetroPlus Health Plan in August 2000, when the health plan’s membership was slightly over 50,000 members, he has helped increase membership by 930% to its current membership of over 525,000 members. His involvement with various regulatory agencies as a Healthcare Executive has helped to shape many of the current healthcare policies and government sponsored programs within the State of New York. He works diligently to foster relationships with community leaders, city agencies, civic and community-based organizations to promote healthcare options to NYC residents and to provide recognition of the MetroPlus name in the community and within various ethnic groups.
Mr. Milliner received his Master of Science, Healthcare Policy and Management from New York University and his Bachelor of Science, Healthcare Administration from St. Joseph’s College. During his career in the health care industry he obtained a Certified Health Care Insurance Executive (CHIE) certification from AHIP (America’s Health Insurance Programs).
